
Resselpark, located in front of the Vienna University of Technology (TU Wien) at Karlsplatz, is named after Josef Ressel, the engineer and inventor of pneumatic tube systems and the ship's propeller. After World War II, Resselpark became a center for illegal bartering and black marketeering. The nearby Naschmarkt had long been one of Vienna's most important markets and, since the Vienna River was covered over, repeatedly spilled over into Resselpark. From the 1980s onward, the drug scene gathered there, and the location frequently made headlines. In 2005/06, a police station was built in the underpass, and a drop-in center for young people was established.
The Vienna Lichtblicke (Vienna Glimmers of Hope) project takes the artistic liberty of using the open space between the Protestant school and the police station, at the entrance to the subway [SJ2], to explore the role of the police in guaranteeing freedom.
